April 1998-February 2003 CAPT Charlotte Richards, 5th CPO

2000 CAPT Mike Flyzik detailed to the Office of the Surgeon General to fill the position of “Fitness Coordinator”.  This detail lasted for 2 years.

9/11/2001 World Trade Center and Pentagon terrorist attacks. Two USPHS physical therapists and two USPHS occupational therapists were deployed as part of CCRF and PHS DAMT 1.

Feb. 2003-Feb. 2007 CAPT Charles McGarvey, 6th CPO

July 3, 2003 HHS Secretary Tommy Thompson announced the Transformation of the Public Health Service Commissioned Corps.

2005 Therapy Category coin designed and manufactured.

Summer/Fall 2005 Hurricanes Katrina, Rita and Wilma strike the US causing record flooding.
Nearly 40% of the therapist category deployed. Deployment roles included Therapist, Mental Health Provider, Liaison Officer, and Health Educator.

April 2005 CAPT Charlie McGarvey selected to receive the Catherine Worthingham Fellow Award. This award is given to a clinician for his or her outstanding contributions to the profession in clinical research for a period of 5 or more years.

Oct. 2006 CAPT Penny Royall is promoted to Rear Admiral. The category’s first flag appointment based on her current position and performance.

January 23,2007 Therapy Category achieves 89.9% Readiness rating. This is a record for any category in the Corps.

February 2007 CAPT Karen Siegel, CPO (term begins)

June 4, 2007 CDR Eric Payne, Chief Therapist, FCC Butner (FMC) was awarded the VADM Richard H. Carmona Inspirational Award. CDR Payne is the first recipient of this award. This award, named in honor of the former Surgeon General, recognizes a senior officer in the Commissioned Corps of the USPHS who strives to exhibit the qualities ascribed by VADM
Carmona. These qualities include leadership by example, mentorship and empowerment of junior officers, unwavering support of the Commissioned Corps and its mission, and overall inspiration and motivation to the PHS Community.

June 2007 24% of Therapy Category officers have a specialty certification in their discipline
