1990's Focus of NIH Therapists broadened. Collaboration intensified with research Institutes in determining design and providing data collection and analysis associated with more than 20 protocols.

April 1994-March 1998 CAPT Michael Huylebroeck, 4th CPO

1994 Commission Corps Readiness Force (CCRF) was created by the Office of Surgeon General (OSG) to improve the Department of Health and Human Services (DHHS) ability to respond to national public health emergencies.

1994 CAPT Willis Trawick, PT, represents TPAC on the OSG Medical Readiness Coordination Board. TPAC endorsed the need for developing readiness of therapist volunteers and assuring therapist category participation in the PHS initiative.

1994 In an effort to improve quality of physical therapy services available to minority patients, the Indian Health Service and Thomas Jefferson University teamed up to bring continuing education to Native American Reservations throughout the country. Hand therapy, foot and ankle care, wound care and McKenzie spine evaluation and treatment courses were all provided at a reduced cost to USPHS therapists.


November 18, 1994 First TPAC video conference. Video conferencing was established by the
TPAC as an effort to establish an improvement in networking and communication with therapists who were unable to attend these meetings due to their geographic location.

1995 Investigation began on specialty pay for therapists board certified by their professional organization.

1995 Inter-service quad meetings begin----Army, Navy, Air force, USPHS.

1995 Army Baylor program initiated. BOP therapists trained with the Army PT program.

1996 Therapy category has highest percentage (23%) of any category participating in CCRF

1997 CDR David Nestor and CAPT Michael Huylebroeck established a Therapy Category account with the Henry M. Jackson Foundation for the Advancement of Military Medicine. This foundation is a private, not-for-profit organization chartered by Congress in 1993 to support medical research and education throughout the military community.

1997 Specialty pay granted for non-physician categories including the Therapy Category.

1998 Therapist Category Fitness Initiative began.
